Tender volumes are lower than in larger markets but individual contract values are high, and most significant work is issued through the buyers' own portals rather than a single national system.
What qualifies you
Most major buyers require vendor registration and prequalification before you may collect documents, and many categories effectively require a local presence or a Qatari partner. Bid bonds and performance guarantees must generally be issued by a bank acceptable to the buyer, which usually means a locally licensed one. Expect strict conformity to the issued forms — Gulf buyers tend to reject on administrative grounds without exercising discretion.
