How they buy

Qatari public procurement is concentrated in a small number of large buyers: the Public Works Authority (Ashghal) for infrastructure and buildings, QatarEnergy for oil, gas and petrochemical work, Kahramaa for water and electricity, and the ministries for services. Tender volumes are lower than in larger markets but individual contract values are high, and most significant work is issued through the buyers' own portals rather than a single national system.

What qualifies you

Most major buyers require vendor registration and prequalification before you may collect documents, and many categories effectively require a local presence or a Qatari partner. Bid bonds and performance guarantees must generally be issued by a bank acceptable to the buyer, which usually means a locally licensed one. Expect strict conformity to the issued forms — Gulf buyers tend to reject on administrative grounds without exercising discretion.

Defence and security procurement covers equipment, uniforms, surveillance systems, security manpower and specialised services. Eligibility is often restrictive — expect registration, clearance and compliance requirements, and in some cases domestic-manufacturing or offset conditions.
