WTO procurement agreement

Germany is covered by the WTO Agreement on Government Procurement (GPA) through the EU: above set value thresholds, suppliers from other GPA parties must be treated like local ones.

Foreign bidders

As an EU member, Germany must treat bidders equally, so firms from other EU/EEA states and from WTO Government Procurement Agreement parties can compete on the same terms for covered contracts.
