The Viral Research and Diagnosis Laboratories (VRDL) Scheme invites medical colleges, hospitals, and research institutions in India to establish Medical College & Research Institute Level Viral Research and Diagnosis Laboratories (MCL-VRDLs). The scheme provides up to Rs. 1.55 crore in non-recurring financial assistance, including Rs. 66.8 lakh for civil work and infrastructure modification and Rs. 88.2 lakh for laboratory equipment. What Is the Viral Research and Diagnosis Laboratories Scheme? The Viral Research and Diagnosis Laboratories Scheme is designed to strengthen India’s laboratory infrastructure for the early detection, diagnosis, surveillance, outbreak investigation, and research of infectious viral pathogens. The scheme supports a three-tier, quality-assured laboratory network that provides advanced diagnostic capabilities and improves geographical access to infectious disease testing, particularly in endemic, remote, and underserved areas. The programme also strengthens India’s ability to identify and respond to emerging, re-emerging, and novel viral infections.
Objectives of the VRDL Scheme
The major objectives of the scheme are to: - Establish laboratory capacity for early detection of common and high-risk infectious pathogens. - Strengthen syndromic surveillance systems. - Improve early detection and investigation of infectious disease outbreaks. - Support research and development on emerging and re-emerging viruses. - Improve access to advanced diagnostic facilities across geographical regions. - Strengthen national preparedness for viral disease outbreaks. - Generate epidemiological data on emerging and re-emerging infectious diseases. - Build institutional capacity for outbreak investigation and laboratory diagnosis. What Are Medical College & Research Institute Level VRDLs? The current call invites proposals for establishing Medical College & Research Institute Level Viral Research and Diagnosis Laboratories (MCL-VRDLs). These laboratories form part of the broader VRDL network and are intended to provide advanced facilities for: - Viral pathogen detection. - Infectious disease diagnosis. - Disease surveillance. - Outbreak investigation. - Epidemiological research. - Research on emerging and novel viruses. - Laboratory capacity building. The network is intended to provide a coordinated laboratory platform capable of supporting infectious disease preparedness and response. Why Is the VRDL Network Important? The VRDL network has already contributed to India’s infectious disease preparedness by supporting: - Early detection of viral infections. - Disease surveillance. - Outbreak investigations. - Research on emerging and re-emerging infections. - Generation of epidemiological information. - Training and capacity building for outbreak response. Expanding the laboratory network can help improve the country’s ability to detect infectious threats before they develop into larger outbreaks. Funding Available Financial assistance for establishing a new Medical College & Research Institute Level VRDL is limited to Rs. 1.55 crore in non-recurring support. The funding is divided into two major components: - Civil work and infrastructure modification: Rs. 66.8 lakh.
- Laboratory equipment: Rs. 88.2 lakh.
- Total non-recurring assistance: Rs. 1.55 crore.
The funding is intended to establish the infrastructure and equipment required for a complete VRDL laboratory setup. Who Is Eligible? The call is open to specified categories of medical and research institutions in India.
Eligible institutions include:
- State Government Medical Colleges. - Central Government Medical Colleges and Research Institutes. - Armed Forces medical institutions and hospitals. - Railway health institutions. - Other Central Government health institutions. - High-ranking private medical colleges. Private medical colleges must meet the specified ranking requirement, including being among the top 50 institutions in the National Institutional Ranking Framework (NIRF).
Eligibility Requirements at a Glance
Applicants should be institutions with the appropriate medical, laboratory, research, and administrative infrastructure to establish and operate a Medical College & Research Institute Level VRDL. Key eligible institution categories include: - Government medical colleges. - Government research institutes. - Armed Forces medical institutions. - Central Government health institutions. - Railway healthcare institutions. - Eligible high-ranking private medical colleges. Institutions should carefully review the official scheme guidelines for detailed institutional, infrastructure, technical, and administrative requirements before preparing an application. What Can the Funding Support? The financial assistance is focused on establishing the new laboratory. Civil Work and Infrastructure Up to Rs. 66.8 lakh is available for civil work and infrastructure modifications required to establish the VRDL. This component is intended to support the physical infrastructure necessary for an appropriate infectious disease laboratory environment. Laboratory Equipment Up to Rs. 88.2 lakh is available for equipment required for a complete laboratory setup. The equipment component is intended to provide the technical capabilities necessary for viral diagnosis, surveillance and research. How Does the VRDL Laboratory Network Work? The VRDL programme uses a three-tiered laboratory platform designed to create a coordinated and quality-assured diagnostic network.
The system is intended to:
- Detect infectious pathogens at an early stage. - Support laboratory-based surveillance. - Investigate suspected outbreaks. - Facilitate referral and advanced diagnostic testing. - Generate epidemiological information. - Support research into emerging and re-emerging pathogens. - Strengthen national outbreak preparedness. This network approach allows laboratory capacity to be distributed across different geographical and institutional l
