EU-udbuddet vedrører kontrakt om levering af betalingsgateway/betalingsvindue samt indløsning og gennemførsel af betalinger fra borgere og virksomheder.

Ved betalingsgatewayen/betalingsvinduet forstås den betalingsside, som betaler vil møde i betalingssituationen. Det er også hertil, at integrationerne fra de fagsystemer, der skal anvende betalingsløsningen, vil gå. Betalingsgatewayen/betalingsvinduet står for integrationen til de tilbudte betalingsprodukter. Udbuddet omfatter betalinger med internationale betalingskort og open banking m.v.

Ved internationale betalingskort forstås i udgangspunktet betalingskort af typen Visa eller Mastercard. Udbuddet omfatter også betaling via såkaldte wallets, herunder MobilePay. Endelig vil også betalinger baseret på "open banking" være en del af udbuddet.

Betalinger med Dankort vil også skulle benytte betalingsgatewayen/betalingsvinduet. Indløsning af Dankort er dog ikke omfattet af udbuddet.

I udgangspunktet omfatter udbuddet alene enkeltstående betalinger og ikke såkaldte tilbagevendende betalinger, dvs. betalinger, der foregår i henhold til en betalingsaftale med et fast interval og typisk med cirka samme beløb hver gang. Det indgår dog som en mulighed, at betalingsgatewayen/betalingsvinduet i fremtiden anvendes til tilbagevendende betalinger baseret på betalingskort.
