TA on (1) a Pilot Monitoring and Evaluation (M&E) System for and (2) the Strategic Reform of Almps

Background

Tunisia is facing a fast demographic transition and ongoing labor market challenges. These include low participation in the labor force, especially among women, high youth unemployment, many young people not in employment, education or training (NEET), widespread informality, and a large gap between workers' skills and what employers need. As part of the 2026–2030 Development Plan and the National Employment Strategy 2035, the MEFP is carrying out a broad reform of Active Labor Market Programs (ALMPs). The goal is to make them more effective, reach more people, target them better, and make them more efficient. This TA will also support MEFP in design a pilot M&E system to ensure the ALMPs produce the results they are designed for. The World Bank supports this reform through the GO4Youth program, financed by the European Union.

Objective and Scope of the Assignment

The World Bank Group invites qualified consulting firms or consortia to express interest in providing technical assistance to the MEFP. The work has two components that will run in parallel. Component 1 is a pilot M&E system, led by the National Observatory for Employment and Qualifications (ONEQ). The firm will: - define M&E indicators and how each is calculated - build a 2023 baseline from administrative data - assess the quality of that data - recommend data governance and data exchange protocols, including APIs and a harmonized data dictionary - design and deliver a pilot digital M&E dashboard Component 2 is the reform of ALMPs and their financing, led by the General Directorate for Employment Promotion (DGPE). The firm will: - conduct a limited impact evaluation, a desk review and a legal review - run stakeholder consultations, including a workshop, interviews and online beneficiary surveys - classify the existing ALMPs and design 10 new ones - propose a target portfolio architecture with a transformation roadmap - refine the Theory of Change - develop a reusable costing model - assess the financial sustainability of the National Employment Fund (FNE) and propose options to diversify its funding Duration The assignment will last 5 months, starting on November 5, 2026. It involves intensive work and requires a strong local presence in Tunisia.
