SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Lvih Hospital project technical consultant Ukraine, Lviv ASSIGNMENT DESCRIPTION The City of Lviv (the “City”, the “Client”) requested support of the International Finance Corporation (IFC) and the Global Infrastructure Facility (GIF), members of the World Bank Group to implement a 220-bed surgical hospital project in Lviv under the public-private partnership (PPP) model. The City’s objective is to attract a private sector partner to finance, construct and maintain the hospital (the “Project”). It is expected that the hospital PPP will follow a PFI model, with the private partner not involved in the delivery of clinical services. IFC PPP Transaction Advisory is the lead transaction advisor to the City in structuring and implementing the Project and in administering a competitive tender process to select a qualified private investor. The Project Feasibility Study has been finalized and will proceed to the tender stage (the “Tender Stage”). The major stages of the tender process include: - Preparation of tender documents (request for qualification, request for proposals and other necessary documents). - Prequalification process, shortlisting of prequalified bidders. - Submission of technical and financial proposals by prequalified bidders. - Evaluation of proposals, negotiations and signing the PPP Agreement. IFC is hereby recruiting a qualified technical consultant firm (the “Consultant”, the “Technical Consultant”) to support implementation of the tender process. The Technical Consultant will work under the coordination and supervision of IFC and will report to the IFC on all the aspects and deliverables of this assignment. The City has retained a local technical consultants/architect whose services will be available to the Technical Consultant throughout the assignment. The Terms of Reference of said local technical consultants are enclosed in Annex 1. IFC separately recruited legal consultants who will be working under IFC’s supervision and in close collaboration with the Technical Consultant throughout the duration of this assignment. SUBMISSION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
