Das Mandat der externen Gesamtprojektleitung (Bauherrenvertretung) umfasst die Unterstützung und Beratung der Einwohnergemeinde Baar im Rahmen des Projekts «Entwicklung Bahnmatt, Baar». Die Gesamtprojektleitung ist verantwortlich für die übergeordnete Koordination der im Submissionsprogramm beschriebenen Teilprojekte. Zudem vertritt die externe Gesamtprojektleitung insbesondere die Interessen der Einwohnergemeinde Baar als Bauherrin, stellt die Zielerreichung sicher und gewährleistet einen geordneten Projektablauf innerhalb der politischen, rechtlichen, terminlichen und finanziellen Rahmenbedingungen. Der Auftrag umfasst vorerst nur die erste Projektphase bis ca. Ende 2030. Für die weiteren Phasen bleibt die Vergabe eines Folgeauftrags an den Mandatsinhaber im freihändigen Verfahren (gestützt auf Art. 21 Abs. 2 lit. e und i IVöB) vorbehalten.
