Supporting Waste and Plastics Management Reforms and Circularity in Türkiye

The World Bank invites expressions of interest from qualified firms for a consulting assignment to support the preparation of a Roadmap for Waste and Plastics Management Reforms in Türkiye, financed under the PROBLUE program. The national Government has recently taken important steps to strengthen its waste governance framework through the Zero Waste Initiative, the National Waste Management Strategy and Plan (NWMSP) 2025–2035, and the National Circular Economy Strategy and Action Plan (UDESEP) 2025–2028. World Bank is supporting the Government in reaching the ambitious sector targets.

The assignment covers two key components:

(i) A solid waste sector diagnostic, infrastructure investment prioritization, private sector assessment, and development of a consolidated Solid Waste Management Roadmap. The roadmap will provide national level guidance for implementation of existing key policies and regulations and highlight gaps where existing. It will lay out requirements and models for sector financing and adequate institutional and organizational set-up. For selected priority cities, the roadmap will describe the details and costs of the specific Technical Assistance and priority Solid Waste Infrastructure needs. The roadmap will overall provide a pathway for World Bank in supporting the Government of Turkiye in reaching its national level sector targets for enhanced waste management and circularity. (ii) Support the World Bank in its engagement with the Turkish Environmental Agency (TUCA). This engagement aims at strengthening and scaling up the national Deposit Management System (DMS). This assignment will specifically help to strengthen the institutional capacity and develop recommendations to enhance the effectiveness and sustainability of the DMS within the wider EPR framework and circularity economy strategy. Amongst others, activities are envisaged to include a technical and financial analysis of Türkiye's national Deposit Management System (DMS), policy and implementation planning, and capacity building, measures. A DMS implementation plan will be developed and will provide actionable recommendations for Türkiye's DMS scale-up and enhancing the system’s efficiency and sustainability. The estimated contract start is November 2026 and will have a duration of a minimum of 6 months. Firms should demonstrate expertise in solid waste management, waste infrastructure finance, waste and circular economy policy, EPR and deposit management systems, and private sector models. A combination of international, national and municipal level expertise will be required for the delivery of this assignment.
