Supply and implementation of a secure Virtual Private Network (VPN) solution to support remote work at Mada Center

Mada Center operates critical internal applications and services that are intentionally not exposed to the public Internet and are accessible only from Mada’s internal network segments within its premises. To support flexible working models and ensure business continuity, Mada requires a secure, centrally managed remote working VPN solution hosted on Microsoft Azure that allows authorized Mada staff to securely access on‑premises services from outside Mada’s offices. Mada does not operate its own on-premises network edge. Mada connects through a shared network environment that is owned and controlled end-to-end, including the firewall, by the Ministry of Communications and Information Technology (MCIT). Any site-to-site VPN tunnel proposed under this RFP would need to terminate on MCIT-controlled infrastructure, not infrastructure Mada itself administers. MCIT is therefore a named project stakeholder and dependency: its written confirmation of support (firewall model/vendor, supported IKE versions, and availability of a dedicated IP/VLAN) must be obtained before this RFP is issued, and MCIT coordination must be reflected as a distinct activity in the project timeline and cost, since it may be the longest-running dependency in the project. The solution must be designed so that all traffic, logs, and security‑relevant telemetry remain within the State of Qatar and comply with applicable regulations and guidance issued by the Ministry of Communications and Information Technology (MCIT) and national cybersecurity authorities.
