Suicide Prevention Works – Multi-Storey Car Parks

Dear Supplier, The Council is currently undertaking pre-market engagement in relation to potential suicide prevention works at its multi-storey car parks. For one car park work is required to install new vehicular edge protection alongside suicide prevention works, and for all car parks the Council has a requirement to consider immediate, temporary suicide prevention remedies. The purpose of this exercise is to gain a better understanding of the current market, available solutions, delivery models, indicative costs, timescales, technical considerations and potential procurement routes. The information gathered will help inform the Council’s requirements and future procurement strategy. Please note that this is not a procurement exercise, invitation to tender or request for a quotation. Responses will not be evaluated, scored or used to select suppliers, and participation in this exercise will not provide any advantage or disadvantage in relation to any future procurement opportunity. The Council is not committed to proceeding with a procurement exercise as a result of this market engagement and reserves the right to amend, defer or not proceed with any future requirement. Please describe your understanding of the challenges associated with implementing suicide prevention measures within operational MSCPs. What factors should a local authority consider when determining the most appropriate solution? What should a local authority consider in determining an appropriate immediate temporary solution to suicide prevention works. Are there particular characteristics of MSCPs that materially affect the design or installation approach?

Type/design of barrier or prevention system. Typical height/specification. Materials and expected lifespan. Fixing/anchoring methodology. Compatibility with existing structures. Impact on ventilation, lighting and drainage. 4. Design Responsibility

Would you typically provide the design? If so, what level of design would you undertake? How would structural engineering input /fire safety assessments be included? Would you expect the Council to appoint an independent structural engineer/design consultant? Can you provide a design-and-build solution? What information would you require from the Council to develop a proposal?

5. Installation

Typical installation methodology. Typical programme for one MSCP. Expected mobilisation period. Number of operatives required. Working-at-height arrangements. Requirements for temporary closures or traffic management. Ability to undertake works while the car park remains operational. Typical installation productivity (e.g. metres/day).

6. Disruption

What level of disruption should the Council expect? Can works be phased? Yes this can happen definitely Can individual decks/areas be isolated rather than closing the whole facility? What temporary protection would be required? What measures would you recommend to maintain public safety during installation?

7. Programme

Indicative timescale from appointment to completion. Lead times for materials. Current capacity to undertake works. Any factors likely to affect programme. Whether works could be delivered across multiple MSCPs as a programme.

8. Cost Information

Typical cost basis (e.g. £/linear metre). Indicative design costs. Survey/investigation costs. Installation costs. Traffic management/temporary works. Scaffolding will be a considerable cost depending on whether the system can be installed inside or not. But in reality there will need to be a safe system of working in place and this will cost. Any significant additional costs. Typical percentage allowance for preliminaries/overheads. Maintenance/whole-life costs.

9. Procurement / Commercial Model

What procurement route would you consider most appropriate? Would you recommend design and build; separate design consultant and construction contractor; specialist supplier appointed directly; framework; or another model? Could your organisation act as principal contractor? Could you work as a specialist subcontractor to a main contractor? Which procurement frameworks, if any, could potentially facilitate this requirement? Would you anticipate the requirement being attractive as a standalone contract or a multi-site programme?
