Refurbishment of Lysons Enterprise Estate

Guildford Borough Council are seeking expression of interest from D&B Contractors for the refurbishment of 19 light industrial units constructed in the 1980’s which have now reached the end of their useful life and require significant upgrading works. The Council intends to follow a 2-stage Design & Build procurement route comprising a Stage 1 PCSA followed by a Stage 2 Design & Build Contract The contractor will be required to assume responsibility for completion of the design and delivery of the works under a Design & Build contract. Arranged in three terraces, to provide individual self-contained units, the construction is steel frame with powder coated, profiled steel sheeting and incorporating glazed panels. Each unit has an up and over loading door (manually operated) along with personnel door. Internally the units are single storey and open plan except for a WC block. Electricity and gas are connected. The eaves height is approx. 3.2 m. The units were originally built with lighting but no heating, though over the years some tenants have installed heating and internal fit outs to varying degrees. Externally there is parking, circulation areas and landscaping.

Total Site area: 4,611 sq m (1.14 acres).

The units are currently failing the Minimum Energy Efficiency Standards (MEES) regulations. The Council is now undertaking a programme of refurbishment to upgrade the existing accommodation to a standard that meets occupier requirements, ensuring compliance with MEES regulation, whilst seeking to achieve an EPC rating of ‘A’ across the estate.

• 8 single bay (mid terrace) 56 sqm
• 3 single bay (end terrace) 59 sqm
• 3 twin bay 117 sqm
• 1 triple bay 172 sqm

Total number of units: 15

Total gross internal area: 1,148 sqm (all ground floor as per existing).

The appointment is expected to be split into a 2 stage tender: Stage 1: Appointment under a Pre-Construction Services Agreement (PCSA) to develop the design, support planning, undertake surveys, develop the contractor's proposals, programme and target cost/open book pricing. This is to include but is not limited to:

• Develop designs and submit planning application
• Review buildability
• Undertake surveys
• Develop construction methodology
• Review phasing and tenant impacts
• Develop programme
• Develop package procurement strategy
• Produce open-book pricing
• Identify risks and value engineering opportunities

Stage 2: Subject to successful completion of Stage 1, approval of the developed design, agreed contract sum and governance approvals, the Council may enter into a Design & Build Contract with the Stage 1 contractor to deliver the works. The construction works are likely to include:

• Recladding of the three existing terraces including associated work to mechanical and electrical services, if required, and repairs to external works.
• New doors and windows
• PV panels to upgrade to EPC A only as required
• Limited landscaping works and tree works
• No new service connections
• No significant external works other than making good and repair
