The Inter-American Development Bank (IDB) invites specialized institutions and consulting entities to submit proposals to establish and operate the Secretariat for Phase 1 of the Latin America and Caribbean Resilience, Readiness, and Risk-Protection Review (LAC-4R).
The Secretariat will serve as the operational and academic coordination hub of the initiative, managing an open and competitive commissioning process for 6 to 8 peer-reviewed research papers and a cross-cutting synthesis report focused on disaster risk management (DRM) across the region.
1. Governance architecture and operational scope
Secretariat role: Function as the executive coordination arm without authoring research papers directly, preserving independent peer review and contestability in author selection.
High-Level Panel (HLP): Nominate candidate experts for an 8-to-12-member panel, convene its meetings, and facilitate intellectual direction and review cycles.
Regional research network: Build and manage an academic network of universities, think tanks, and research centers with balanced geographic and thematic representation across IDB borrowing member countries.
Knowledge platform integration: Manage academic content and dissemination via the digital knowledge platform hosted on the Bank’s RiskMONITOR.
2. Core research themes and key activities
Theme 1 — More resilient countries: Risk identification, DRM governance, resilient infrastructure, nature-based solutions, risk-informed land use, and fiscal incentives for prevention.
Theme 2 — Better prepared societies: Adaptive social protection, inclusive early warning systems, social vulnerability metrics, and long-term impacts of disasters on human capital.
Theme 3 — Financially protected economies: Macroeconomics of resilience, sovereign and subnational risk financing, contingent liabilities, catastrophe bonds, and protection gap reduction.
Events and synthesis: Organize the Q4 2026 LAC-4R kickoff meeting, execute one technical development and peer-review workshop, and coordinate the cross-cutting synthesis document.
