Background of Residual Plastic Recovery System (RPRS)
UNDP is supporting sustainable solid waste management interventions in Cox’s Bazar, including efforts to improve resource recovery and reduce the volume of waste requiring final disposal at sanitary landfill sites. As part of this effort, UNDP plans to introduce Residual Plastic Recovery Systems (RPRS) at two locations: the Sanitary Landfill Site in Camp 20 Extension, Ukhiya, and the Teknaf Material Recovery Facility (MRF) Site near Boat Ghat Bazar, Teknaf, Cox’s Bazar. The RPRS is designed to support the recovery and processing of residual plastic and polythene waste generated from camp-based and municipal solid waste management systems. The system will help recover plastic-rich waste fractions that would otherwise be sent to landfill and process them through cleaning, crushing, washing, drying, extrusion and pelletizing. Through this process, loose residual plastic and polythene waste will be converted into a more concentrated and manageable form, such as processed plastic blocks or pellets. This will make the recovered plastic easier to store, transport and link with relevant recycling markets, where it can be used as raw material for further production. In this way, the RPRS will help improve the marketability of residual plastic waste and support circular economy opportunities. By reducing the volume of loose plastic waste entering the landfill, the RPRS is expected to help preserve remaining landfill capacity and improve landfill operations. It will reduce bulky, loose and difficult-to-compact plastic waste, thereby making compaction, covering and overall landfill management more stable and efficient. To ensure effective operation, the RPRS will require appropriate infrastructure, equipment, operational space, utility support, drainage, ventilation, occupational safety measures and environmental protection arrangements. The facilities will include provisions for receiving and temporarily storing raw plastic waste, feeding and processing materials, operating and maintaining machinery, moving workers and materials safely, and storing processed plastic materials and pellets. The proposed procurement packages under the RPRS will support the establishment of the required civil infrastructure, solar-based power system, and operational tools, machinery and equipment. Together, these packages will enable the installation and operation of the RPRS facilities and contribute to improved residual plastic recovery and more sustainable solid waste management in Cox’s Bazar.
