Invitation to Bid for the Design and Build of the Phase 4 and 5 Middle Mile Level 1 Fiber Optic Cable for Davao and SOCCSKSARGEN Mindanao (Regions 11 and 12)

1) The Government of the Philippines (GOP) has received a Loan from the World Bank toward the cost of Philippine Digital Infrastructure Project (PDIP), and it intends to apply part of the proceeds of this Loan to payments under the contract for the Design and Build of the Phase 4 and 5 Middle Mile Level 1 Fiber Optic Cable for Davao and SOCCSKSARGEN Mindanao (Regions 11 and 12).

2) The Department of Information and Communications Technology (DICT) now invites bids for the Design and Build of the Phase 4 and 5 Middle Mile Level 1 Fiber Optic Cable for Davao and SOCCSKSARGEN Mindanao (Regions 11 and 12) with Estimated Project Cost (EPC) in the amount of Four Hundred Thirty-One Million Seven Hundred Ninety-Three Thousand Six Hundred Forty-Three Pesos Only (Php 431,793,643.00). Completion of the Works is required within Three Hundred Calendar Days (300 CD) upon receipt of the Notice to Proceed. Bidders shall present evidence of a similar Work Contracts within the last five (5) years prior to the deadline of the submission of bids with a project value amounting to at least fifty percent (50%) of the estimated cost. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section 5 of the Instructions to Bidders, and Sub-sections 5.2 and 5.4 of the Bid Data Sheet.

3) This package is one of four (4) Middle Mile Level 1 packages being procured separately by the DICT:

a) Regional Cluster 1 — Design and Build of the Phase 4 and 5 Middle Mile Level 1 Fiber Optic Cable for Northern Mindanao and CARAGA (Region 10 and Region 13), PH-DICT-562651-CW-RFB, EPC PHP 300,747,372.00; b) Regional Cluster 2 — Design and Build of the Phase 4 and 5 Middle Mile Level 1 Fiber Optic Cable for Davao and SOCCSKSARGEN Mindanao (Regions 11 and 12), PH-DICT-562839-CW-RFB, EPC PHP 431,793,643.00; c) Regional Cluster 3 — Design and Build of the Phase 4 and 5 Middle Mile Level 1 Fiber Optic Cable for Zamboanga Peninsula and Northern Mindanao (Regions 9 and BARMM), PH-DICT-562841-CW-RFB, EPC PHP 519,159,934.00; d) Regional Cluster 4 — Design and Build of the Phase 4 and 5 Middle Mile Level 1 Fiber Optic Cable for Western, Central, Eastern & Negros Island Visayas (Regions 6, 7, 8 and NIR) of the National Broadband Program, PH-DICT-562842-CW-RFB, EPC PHP 491,959,375.00.

A Bidder may submit a bid for one or more of these packages. Where a Bidder submits bids for more than one package, the minimum Average Annual Turnover and Liquidity required of that Bidder is the sum of the amounts required for all packages for which it submits a bid, and the Bidder shall submit the Declaration of Multi-Package Bidding required under Sub-section 5.4 (iii) of the Bid Data Sheet.

4) Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009, otherwise known as the “New Government Procurement Act”, with some amendments, as stated in the Bidding Documents and is open to all Bidders from eligible source countries, as defined in the World Bank Procurement Regulations. The contract shall be awarded to the Bidder that met the criteria indicated in the Bidding Documents.

5) Interested bidders may obtain further information from the DICT and inspect the Bidding Documents at the address given below from Monday to Thursday, at 8:00 am to 6:00 pm.

6) A complete set of Bidding Documents may be acquired by interested bidders on 21 August 2026 from the address below and upon payment of the Bidding Documents fee of Ten Thousand Pesos (PhP 10,000.00)1. It may also be downloaded from the Modernized Philippine Government Electronic Procurement System (mPhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the said Bidding Documents fee not later than the submission of their bids.

7) The DICT will hold a Pre-Bid Conference on 02 September 2026, 10:00 A.M. Manila Time at the DICT Procurement Service, 19th Floor, DICT Headquarters, Studio 7, 807 Epifanio de los Santos Avenue, Diliman, Quezon City, 1103 Metro Manila and through video conferencing via Google Meet Platform and/or any other online video conferencing facilities, which shall be open to prospective bidders. All prospective bidders are advised to contact the BAC Secretariat through email at [contact details removed] or landline: [contact details removed] loc. 6108, in advance or prior to the scheduled procurement activity, to get log-in details for the Google Meet.

8) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission and upon presentation of the official receipt as proof of payment of the bid documents fee at the address indicated below on or before 14 September 2026, 11:00 A.M. Manila time. Late bids shall not be accepted. Bid proposals may be submitted by authorized representatives of the bidder or through courier. Interested bidders that submit bids through courier must make sure that the bid document fees are paid and the copy of the official receipt be submitted to the BAC Secretariat through [contact details removed] or on or before the deadline of submission of bids.
