Supervisor: Global Research Director
Overview: This scope of work (SoW) outlines the Research Manager (RM) position with the Center for Operational Analysis and Research (COAR). The Research Manager is expected to support both COAR Analysts, and the Research Team (meaning all of COAR’s Field Data Team members covering and conducting research in the Philippines). The Research Manager oversees the gathering of a wide range of data and deliverables through organized administrative systems building and research management. The Research Manager is expected to support multiple tasks and workstreams through fast-paced, real-time collection of qualitative and quantitative data, analytical writing, context monitoring, and coordination of research teams. About COAR: COAR is an independent social enterprise that directly supports practitioners, policymakers, and donors by facilitating humanitarian and development interventions in complex, fragile, and high-risk environments.
Objectives
- To support relevant projects with data collection, original research, program evaluations, context monitoring, and due diligence services; - To develop and roll-out relevant research systems, SOPs, and policies; - To oversee COARs Field Data Team to organize their work in both primary and secondary research; - To oversee and support the identification and hiring of new Field Data Team members (including research coordinators and field researchers); - To support the Field Data team in securing access to target populations and areas, prioritizing safety and security; - To support the Project Manager in interfacing with Analysts and Research teams, organizing workloads and work plans, and conducting structured processing of gathered information; - To support the COAR Research and Field Data Team on capacity building, necessary training, and optimizing information gathering. - To coordinate research teams including team training, movements, security, and payments
Deliverables
- Design, document, and implement context-specific systems for field-based research, team structure, safety and security, access, compensation, and operating procedures, in coordination with COAR’s Global Research and Technical leads; - Produce monthly work plans for all Field Data team members, for use by the Project Manager; - In coordination with the Project Manager and Lead Analyst (as needed), assist in tasking and tracking the work flows of COAR Field Data Team with deliverables; - Alongside the Technical Director and Global Programs Director, design a Field Data Team training plan and schedule, and implement that plan. - Assist in designing a payment structure for the Field Data team, prioritizing efficiency, fairness, and ease of payment. - Oversee the administration of the data collection system and database. - Support COAR Analysts in the production of their deliverables in all aspects; - Ensure that the existing coverage, gender balance, and diversity of the Haiti team is adequately represented, and raise any diversity and representation issues to the Project Manager. Activities - Update monthly work plans for all Field Data Team members; - Assist Analysts to schedule time to work with the Field Data Team in completing their assigned deliverables and projects as needed; - Act as an interface between the Project Manager and Analysts to structure product and information requests; - Organize, or personally conduct, research trainings for Field Data Team; - Maintain internet connectivity and rapid response time to requests, to the greatest degree possible considering circumstances; - Work in a committed, professional manner with consistency, integrity, and confidentiality. Qualifications and Experience The ideal candidate for COAR Research Manager will have: - At least five years experience collecting and analyzing qualitative and quantitative data for a research institution, think-tank, publication, or NGO. Experience in collection of sensitive primary information strongly preferred; - Excellent knowledge of both qualitative and quantitative research methods, including do no harm principles, sampling strategies, data collection methods (remote and in-person), research tool development, and non-traditional research methods; - In-depth understanding of, and has networks in, the Philippines context - particularly in Mindanao, with a strong interest in current events and local developments; - Demonstrated ability and/or willingness to work under tight deadlines with changing requirements, provide real-time data and analysis with accuracy under pressure; - Excellent command of English and Tagalog; other local language highly desired - Familiarity with donor-funded humanitarian, early recovery, stabilization, and/or development architecture; - Familiarity with messaging services, payment services, and communication platforms; - Experience working on humanitarian interventions in conflict areas; - Strong interpersonal, organizational, and managerial skills; - Excellent command of Microsoft Office and Google Applications; familiarity with data analysis applications desirable; - Demonstrated ability to work collaboratively and independently within a remote-based team; - Critical-thinker with a strong work ethic and desire to continuously improve; - Self-aware and open to constructive criticism; - Strong organizational and interpersonal skills; - Commitment to discretion and confidentiality; - Able to assess personal and professional risks; - Strict adherence to COAR’s code of conduct and safeguarding policies at all times.
