Dear Bidder,
The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.
The purpose of this assignment is to conduct a gap analysis of Philippine laws, regulations and policies against the Decent Work in the Platform Economy Convention, 2026 (No. 193). The analysis will identify how the Convention’s provisions are reflected in existing national frameworks, determine areas requiring amendment or further action, and reference relevant national provisions against the corresponding Articles of Convention No. 193, including recommended changes needed for alignment.
Deliverables
Deliverable 1: Participate in an online briefing with ILO technical specialists to confirm the scope of work and prepare a two-page outline of the gap analysis.
Deliverable 2: Prepare a draft review of national laws and regulations, identifying relevant provisions corresponding to each Article of the Convention and assessing whether these sufficiently, partially, or do not meet the Convention’s requirements. The review shall include a 1–2 page executive summary of key findings for the Government, employers and workers to support subsequent tripartite consultation.
Deliverable 3: Prepare the final review of national laws and regulations, incorporating technical comments and revisions arising from discussions with ILO specialists.
