Details

The services will comprise of two complementary but distinct service streams, with separate delivery, financial management and performance reporting arrangements for each program. DFAT is seeking to secure a flexible, responsive and participant-centered provider to:

  • deliver accessible information and practical support to participants from eligible Pacific countries and Timor-Leste on ballot, visa, employment, pre-departure and settlement stages to make informed decisions, according to the scope of each service stream;
  • connect participants with suitable and timely employment opportunities, recognising that a formal job offer is a PEV visa requirement while FMP employment support is focused on successful settlement and economic participation;
  • deliver enhanced, culturally grounded offshore (in Tuvalu) and onshore (in Australia) support for FMP participants consistent with mobility with dignity and the bilateral significance of the Falepili Union Treaty;
  • collect and report regular, timely, high-quality, quantitative and qualitative disaggregated program and participant data to support performance monitoring, decision-making and continuous improvement;
  • adapt delivery to changing allocations, countries, participant needs and level of demand, policy settings and settlement patterns; and
  • support FMP participants and the Tuvaluan diaspora in Australia to maintain ongoing connections to Tuvalu, including cultural identity, language, community networks and links to country, consistent with the commitments of the Falepili Union Treaty.
