The World Food Programme (WFP) is seeking a qualified cooperating partner to conduct a diagnostic assessment, formative research and develop a Social and Behaviour Change (SBC) communication strategy for its nutrition programming in Honduras. The assignment will generate evidence on behaviours, barriers, social norms, audiences and programme gaps and translate the findings into a practical SBC strategy and implementation roadmap.
About the WFP Honduras SBC Opportunity
The assignment is designed to strengthen evidence-based, people-centred nutrition programming through a structured Social and Behaviour Change approach. SBC refers to the use of research, communication, community engagement and other interventions to understand and influence behaviours, social norms and the conditions that shape people’s decisions and actions. For WFP Honduras, the assignment will identify opportunities to integrate SBC into existing and future programming, particularly in relation to nutrition and community-level outcomes.
The work will be implemented across:

Key Focus Areas The assignment must incorporate a broad range of cross-cutting principles, including: What Is Social and Behaviour Change Communication? Social and Behaviour Change Communication is an evidence-based approach that seeks to understand why people behave in particular ways and identify practical interventions that can support healthier or more beneficial behaviours. Appropriate procedures for adolescent participation. The research should generate information that reflects different population groups and avoids relying on a single perspective. Data Analysis and Triangulation Collected information will be systematically organized, analyzed and triangulated.
The assessment will identify:
Existing programme strengths. Programme gaps. Behavioural barriers. Behavioural facilitators. Motivations. Social norms. Priority audiences. Opportunities for programme integration. Opportunities for improved community engagement. Factors influencing programme results. Triangulation will help compare information from different sources and research methods before drawing conclusions. The final diagnostic report must receive written WFP approval.
It must also be accompanied by:
Anonymized databases. Research tools. Authorized transcripts. Other required supporting documentation.
Product 3: SBC Prioritization Matrix
The third deliverable will translate the research findings into a structured prioritization matrix.
The matrix will identify and rank:
Priority behaviours. Priority audiences. SBC opportunities. Potential programme entry points. The prioritization will be based on an institutional and programme baseline assessing the current capacity to integrate SBC into WFP Honduras programming. What Will the Prioritization Assess? The analysis will consider both institutional and behavioural factors. The final matrix will identify practical entry points where SBC can be incorporated across WFP intervention areas. The matrix must be approved by WFP before being used to inform subsequent strategy development.
Product 4: SBC Communication Strategy
The approved diagnostic and prioritization matrix will provide the foundation for developing the Social and Behaviour Change communication strategy. The strategy should translate research findings into practical actions that can support behaviour change and strengthen WFP programming.
It should be grounded in:
Evidence. Community perspectives. Behavioural research. Cultural context. Gender equality. Inclusion. Protection. Programme feasibility. Measurable outcomes.
Product 5: Roadmap and Transfer Package
The final product will provide a practical roadmap for implementing the SBC strategy. The roadmap is expected to help WFP and relevant partners move from research and strategy development to implementation. The transfer package should support institutional uptake, knowledge transfer and future application of the SBC approach. Who Is Eligible? The opportunity is intended for a qualified cooperating partner capable of conducting diagnostic research, formative research, stakeholder engagement and SBC strategy development. Applicants should be able to demonstrate appropriate technical and operational capacity for: Nutrition programming. Social and Behaviour Change. Qualitative research. Quantitative research. Community engagement. Stakeholder mapping. Data analysis. Gender-responsive programming. Protection and safeguarding. Inclusive research. Programme monitoring and learning. Organizations should also have the capacity to operate ethically and securely when collecting and handling sensitive information. How the Assignment Will Work The assignment follows a sequential evidence-to-strategy model.
Step 1: Develop the Work Plan
The selected partner develops the methodology, timeline, tools, sampling approach and coordination mechanisms.
Step 2: Obtain WFP Approval
The work plan must be approved in writing by WFP before substantive field activities begin.
Step 3: Review Existing Evidence
The partner reviews WFP strategies, programme documents, evaluations, theories of change, indicators and other relevant materials.
Step 4: Map Stakeholders
Institutional and community stakeholders are identified and assessed according to their roles, capacities, influence and potential contribution.
Step 5: Conduct Formative Research
Qualitative and quantitative research is conducted through surveys, interviews, focus groups and consultation workshops.
Step 6: Analyze and Triangulate Findings
Research findings are combined with programme evidence to identify behavioural and institutional barriers, facilitators, motivations and opportunities.
Step 7: Develop the Prioritization Matrix
