De gemeente wenst door middel van deze aanbesteding één opdrachtnemer te contracteren voor de levering van een RIS/BIS en alle bijbehorende dienstverlening, zoals omschreven in dit beschrijvend document en het programma van eisen. De scope van de opdracht betreft een oplossing die de samenhang ondersteunt tussen bestuurlijke processen, digitale toegankelijkheid en transparantie richting inwoners. Van de te contracteren oplossing wordt verwacht dat deze het volledige dossiervormende en behandelende proces ondersteunt, beschikt over een volledig geïntegreerde archieffunctie en mogelijkheden biedt voor publicatie en ontsluiting van informatie. De ondersteuning mag plaatsvinden binnen het RIS/BIS zelf dan wel door middel van geïntegreerde koppelingen met andere systemen, waarbij voor gebruikers een samenhangend proces wordt geboden. Daarnaast moet de applicatie naadloos integreren met relevante bestaande voorzieningen en ondersteunende systemen, waaronder de aanwezige vergader- en audiovisuele faciliteiten. De volgende onderdelen vallen binnen de scope van de opdracht: • Ter beschikking stellen als SaaS-oplossing van een ‘compleet’ RIS/BIS (acceptatie- en productieomgeving), conform alle gestelde eisen zoals opgenomen in bijlage 02 Programma van eisen; • Faciliteren van opleidingen/trainingen als onderdeel van de adoptie van de applicatie; • Realisatie van de in het Programma van Eisen (bijlage 02) genoemde koppelingen; • Alle bijbehorende implementatiediensten; • Alle relevante documentatie; • Veilige Hosting van de aangeboden applicatie; • Technisch beheer van de aangeboden applicatie; • Updates en patches gedurende de looptijd van de overeenkomst; • Ondersteuning tijdens de beheerfase, vastgelegd in een nader overeen te komen SLA.
