De Merwehaven maakt deel uit van Merwe-Vierhavens (M4H), een havengebied dat de komende jaren transformeert naar een dynamische mix van werken, wonen en voorzieningen. In de Merwehaven worden in totaal ca. 2.500 woningen gerealiseerd. Wat het gebied bijzonder maakt, is dat er naast wonen ook ingezet wordt op het creëren van werkruimte voor makers en creatieve bedrijven, van werkplaatsen tot kantoren. Het stedenbouwkundig plan gaat uit van ca. 30.000 m2 bedrijvigheid en ca. 15.000 m2 voorzieningen. Met de havenkarakteristiek als basis, wordt het gebied een plek voor vernieuwing en experiment, waar duurzaamheid op elk schaalniveau wordt geborgd. Door in te zetten op behoud van de aard van de plek, ontstaat een gebiedseigen en karakteristiek ensemble.
