De aanleiding voor deze aanbesteding is de voorgenomen realisatie van een nieuwe ondergrondse parkeergarage op het Morspoortterrein (project M kavels) in de gemeente Leiden. Deze garage moet de huidige parkeercapaciteit vervangen en voorzien in zowel de parkeervraag van het gebied zelf als die van de omgeving en bezoekers van de binnenstad. Tevens wordt er gewerkt aan twee andere projecten, te weten de aanbesteding van nieuwe parkeersystemen in de bestaande vijf parkeergarages en het in eigen beheer overnemen van de oplaadpunten in de gemeentelijke parkeergarages. Binnen de afdeling Mobiliteit is onvoldoende specifieke deskundigheid aanwezig om de genoemde complexe en langlopende projecten te begeleiden, waardoor externe specialistische ondersteuning noodzakelijk is. Op basis van een prognose van de opdracht, wordt de opdrachtwaarde geschat op circa €150.000,- per jaar. De totale geraamde opdrachtwaarde voor de gehele opdracht, gebaseerd op de maximale looptijd van acht (8) jaar is €1.200.000,-.
