Loxton House Refurbishment and Conservation Works

Muswellbrook Shire Council (the Principal) invites suitably qualified Contractors to tender for the Loxton House Refurbishment and Conservation Works at 142–144 Bridge Street, Muswellbrook, New South Wales. Loxton House is a State Heritage listed building.

The project involves the comprehensive refurbishment of the existing three-level heritage building to facilitate its adaptive reuse as a mixed-use commercial facility comprising:

a restaurant within the Lower Ground Floor;

commercial office tenancies on the Ground Floor;

commercial office tenancy on Level 1; and

associated amenities and supporting building services.

The Works include structural remediation, roof refurbishment and associated modifications, heritage conservation works, accessibility upgrades, building services replacement, internal refurbishment and fit-out, together with associated external works.

At the time of Tender, the Development Consent required for the proposed Lower Ground Floor restaurant works has not been obtained. Accordingly, the Lower Ground Floor works identified in the Contract Documents as being subject to that Development Consent are to be priced separately as Optional Additional Works in the applicable Returnable Schedule and are excluded from the Base Lump Sum Tender Price.

The Principal may elect to incorporate all or part of the Optional Additional Works into the Contract, subject to the required statutory approval being obtained and in accordance with the Contract.

Given the heritage significance of the building and the specialised nature of the Works, the Principal seeks a Contractor with demonstrated experience in the conservation, restoration and adaptive reuse of heritage-listed buildings of comparable size and complexity.

The successful Contractor shall undertake the Works in accordance with the Contract Documents and all applicable statutory approvals while ensuring the protection and preservation of the building's heritage significance throughout the duration of the Contract.

The Contractor shall provide all labour, supervision, management, plant, equipment, materials, temporary works and all other resources necessary to deliver the Works in accordance with the Contract Documents.
