Details

The City of Greater Dandenong is seeking a suitably qualified and experienced design-and-construct contractor to deliver the Light Up Buckingham feature-lighting project at Buckingham Avenue, near Multicultural Place, Springvale.

The preferred concept comprises four illuminated structural support pillars carrying a large suspended circular halo above the roadway. The contractor will be responsible for site investigations, multidisciplinary detailed design, engineering certification, permits and approvals, fabrication, supply, civil and electrical works, installation, testing, commissioning, training and handover.

The works include programmable colour-changing LED lighting and an automated lighting-control system suitable for civic occasions, celebrations, festivals and normal night-time operation.

The contract is proposed as a lump-sum design-and-construct arrangement. Tenderers may engage suitably qualified specialist subcontractors but will remain fully responsible for the complete design and delivery of the works.

The works are to be undertaken at Buckingham Avenue and Multicultural Place, Springvale, Victoria. Tenderers must provide a detailed programme as part of their submission.

Background information / Compatibility requirements

Buckingham Avenue is a key civic and commercial street in Springvale. Council is progressing a feature-lighting installation to strengthen the precinct’s identity, support evening activity and create a visually prominent gateway treatment.

A feasibility study and concept-development process has been completed and chose concepthas been selected as the basis for the tender. Available concept, site, service and preliminary electrical information will be provided in the tender documents. Tenderers must independently inspect the site and verify all preliminary information required for their detailed design.

Tenderers must demonstrate experience delivering comparable multidisciplinary design-and-construct projects involving structural fabrication, civil works, electrical infrastructure, programmable architectural or public lighting, traffic and pedestrian interfaces, and public-space construction.

The proposed team must include suitably qualified and appropriately registered structural, civil and electrical designers, together with lighting, geotechnical, traffic and other specialists necessary to complete the works. Tenderers must identify their key design consultants and subcontractors, including qualifications, registrations and relevant project experience.

The successful contractor must comply with all applicable legislation, permits, Council requirements and relevant Australian Standards, including AS/NZS 3000, AS/NZS 1158 and AS 4282.

Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits): Council is seeking a complete, safe, durable, visually prominent and maintainable installation consistent with the chosen concept.

The completed installation must:

  • provide programmable, dimmable and colour-changing LED lighting;
  • support automated scheduling, event-based lighting scenes and manual override;
  • minimise glare, upward light spill and impacts on nearby residents and road users;
  • be designed and certified for the applicable structural, electrical, environmental and public-safety requirements;
  • maintain safe pedestrian, traffic and emergency access during construction;
  • use durable, corrosion-resistant and maintainable materials suitable for permanent outdoor installation;
  • include complete testing, commissioning and demonstration of the lighting and control systems; and
  • include training, operations and maintenance manuals, as-constructed drawings, asset information, warranties, software access and administrator credentials.

Tenderers must state the proposed warranties for the structure, protective coatings, LED components, drivers, electrical equipment and lighting-control system. Tenderers must also identify software licence or subscription requirements, spare-parts availability, maintenance requirements and fault-response arrangements.

Council may include separately priced options for future-expansion footings, extended maintenance, enhanced smart controls and additional lighting scenes. These options must be priced separately from the Base Contract Price.
