Rammeavtalen gjelder renovering av vannledninger og kummer ved bruk av utblokking. Styrt boring, pilotrørsboring og strømperenovering inngår ikke i rammeavtalen.Formålet med rammeavtalen er å dekke behovet for renovering av vannledning , der utblokking kan benyttes som metode, samt renovering av kummer og retilknytning av private stikkledninger. I tillegg til utblokking vil det være et begrenset behov for renovering ved bruk av tradisjonell grøftegraving i tilfeller der utblokking ikke lar seg gjennomføre.Oppdragsgiver for planlegger for to avrop per år, der hvert avrop består av pakking av flere tiltak. Oppdragsgivers planlegger å renovere omtrent 3000 meter per år, og øke antall meter i løpet av kontraktsperioden. Det reelle omfanget vil likevel variere, og oppdragsgiver er ikke forpliktet til ovennevnte estimat. Rammeavtalens estimerte økonomiske ramme inkl. opsjon på forlengelse er 415 000 000,-, mens maksimal ramme er 600 000 000,-. Dette er basert på beregning av estimert pris på 3000 meter per år som kan økes til 4000 meter per år.Rammeavtalen har en varighet på 2 + 1 + 1 + 1 + 1 år.
