Description of the Assignment The objective of this consultancy is to provide technical support to the lead consultant undertaking the revision of Eswatinis NDC 3.0 Implementation Plan by strengthening implementation planning, costing frameworks, project mapping, MRV systems, VAC integration, and socio-economic dimensions of climate action. The assignment will contribute to the development of a robust, actionable and monitorable implementation framework that enables effective tracking and delivery of NDC 3.0 commitments. The Consultant Shall;

Support the translation of NDC 3.0 targets into implementable sector actions and delivery pathways. Strengthen the costing and financing framework underpinning NDC implementation. Support climate finance and project mapping exercises. Enhance the Monitoring, Reporting and Verification (MRV) framework and data management arrangements. Support integration of NDC adaptation indicators into the national VAC survey process. Incorporate just transition, gender, youth and social inclusion dimensions into implementation planning. Support stakeholder engagement processes and technical validation activities. Provide technical quality assurance to the NDC 3.0 Implementation Plan development process.

The ideal candidate should meet / exceed the below requirements; Have a Master’s degree or higher in Climate Change, Environmental Policy, Development Planning, Public Policy, or a related field. Have at least 10 years of proven experience in climate change policy, NDC development/implementation, or low-emission development planning. Demonstrated experience in developing or revising NDC Implementation Plans, MRV frameworks, or climate finance strategies. Proven understanding of UNFCCC processes, particularly NDCs, LT-LEDS, MRV/ETF, and alignment with SDGs and national development goals. Strong experience working with government institutions, development partners, and sectoral stakeholders in Africa, preferably in Eswatini or the SADC region. Knowledge of Eswatini’s national climate architecture, institutional frameworks, and data systems is an advantage. Excellent facilitation, communication, and report-writing skills.
