1 . The Vietnam government has applied for financing from the World Bank toward the cost of the Southern Waterway Corridors and Logistics Development Project (SWCLD) and intends to apply part of the proceeds toward payments under the contract for Improvement of Mang Thit river, Tra On river . 2. The Ministry of Construction through its Project Management Unit of Maritime and Waterway now invites sealed Bids from eligible Bidders for the Improvement of Mang Thit river, Tra On river consisting of extensive dredging, construction of embankment and slope protection works including associated structures, local roads, sewers along the canal in Vinh Long province, Vietnam for a period of 24 months. 3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” 5th edition September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Financial Bid: 50% 5. Interested eligible Bidders may obtain further information from the Project Management Unit of Maritime and Waterway and inspect the Bidding document during office hours 09:00 to 17:00 hours (from Monday to Friday, except Saturdays, Sundays, and National holidays) at the address given below. 6. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of VND 2,000,000 (equivalent USD 75.00) . The method of payment will be cash or direct deposit to specified account number. The document will be sent by submission of a written application to the address below. Bids must be delivered to the address below on or before 10:00 AM September 25, 2026 (local time). Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 10:00 AM September 25, 2026 (local time) at Project Management Unit of Maritime and Waterway (PMU-MW), No. 308E Minh Khai street, Tuong Mai ward, Hanoi, Viet Nam . All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 7. All Bids must be accompanied by a: Bid Security of VND 15,000,000,000 or US$ 500,000 ; 8.
