The Inter-American Development Bank (IDB) invites specialized consulting firms to submit their proposals to provide comprehensive technical, economic, financial and legal advice during the structuring and transaction phases of the Public-Private Partnership (PPP) project for wastewater treatment in the Junín region, Peru.
The general objective is to support PROINVERSIÓN in the preparation, support and adjustment of the contractual, financial and legal documentation required to carry out the promotion of private investment and the award of the project.
1. Scope of services and deliverables
Contractual and regulatory structuring: Prepare and update the versions of the PPP contract, the bidding bases, the Integrated Evaluation Report (IEI), the economic-financial model and the technical notes under Law No. 32441 and D.S. No. 316-2025-EF.
Territorial evaluation and field inspection: Adopt methodologies adapted to the reality of the area, including at least one mandatory face-to-face technical visit to the towns of Chanchamayo and Concepción.
Transaction accompaniment: Attend to queries, absolve legal observations and respond to the requirements of the IDB, the Ministry of Economy and Finance (MEF), bidders and financial institutions.
2. Minimum Consultant Experience Requirements
Technical experience: Demonstrate participation in at least two (2) feasibility studies, preliminary projects or detailed engineering for municipal wastewater treatment plants (WWTPs) with a capacity equal to or greater than 30,000 m³/day or for populations of at least 200,000 inhabitants (executed in the last 15 years).
Economic-financial experience: Economic-financial structuring of at least three (3) public infrastructure projects under PPP modality, with a minimum investment of USD 50 million each (at least one project in the sanitation sector).
Legal experience: Legal advice in structuring or transaction phases of at least three (3) PPP projects of more than USD 50 million each (at least one in sanitation). Accredited by a registered and authorized law firm in Peru.
