Details

The Inter-American Development Bank (IDB), in coordination with the National Cuna Más Program (PNCM - MIDIS) and the Ministry of Education (MINEDU) of Peru, calls on consulting firms to submit proposals to carry out a diagnosis of skills gaps and design a comprehensive proposal to strengthen capacities in child care and Early Childhood Development (ECD) for caregiver mothers and teachers, aligned with the Technical Standard of the Comprehensive Care and Attention Service (NT CAI) of the PPoR DIT.

1. Characterization of profiles and diagnosis of gaps in the field

Normative and sociodemographic analysis: To characterize the performance conditions, roles and attributes of the mothers who care for Cuna Más and teachers of the EduCuna service, analyzing administrative databases and current regulations.

Design and piloting of instruments: Formulate the tools for collecting information and execute their validation in two stages (review by technical teams and pilot test with personnel from Metropolitan Lima during the year 2026).

Representative empirical survey: Carry out the collection of information on field competencies between March and June 2027, considering a representative territorial sample in Coast, Sierra, Jungle and Metropolitan Lima.

2. Training proposal and curricular matrix of competencies

ECD Reference Framework: Develop the conceptual framework of competencies aimed at quality assurance in service provision (Product 3000892 of the PPoR ECD).

Differentiated curricular matrix: Design the pedagogical architecture and instructional matrix organized by competencies, capacities, contents organized by levels (initial and continuous) and methodologies adapted to the operational structure of each program.

Monitoring and evaluation strategies: Define the criteria, guidelines and instruments for monitoring, follow-up and evaluation of the impact of the training proposal according to each profile.

3. Deliverables and intersectoral articulation

Gap diagnosis report: Formulate the analytical report that systematizes the gaps identified between the competencies observed in the field and those required by the Technical Standard, differentiating findings for Cuna Más and EduCuna.

Institutional validation: Coordinate and validate the inputs and findings with the technical teams of the PNCM, the Directorate of Early Education (DEI) and the Directorate of In-Service Teacher Training (DIFODS) of the MINEDU.
