Design and execution of a national survey, in the urban and rural areas of Peru, on consumer protection

The Inter-American Development Bank (IDB) is calling on consulting firms to submit proposals for the methodological design, field execution and processing of a representative national survey on consumer protection in Peru (urban and rural areas), aimed at generating monitoring indicators aligned with the recommendations of the OECD Committee on Consumer Policy.

1. Objectives and sample design

OECD-aligned measurement: Establish the baseline and indicators for continuous monitoring of the status of consumer rights and information in Peru.

Sampling frame and representativeness: Probabilistic, stratified, multistage and cluster design with final sociodemographic quotas (sex, age and socioeconomic level) for consumers aged 18 years and older.

Statistical parameters: Effective sample of no less than 5,000 individuals, guaranteeing representativeness at the national level (urban/rural) and by 5 macro-regions (Lima, North, Central, South and East), with a total sampling error of no more than 1.4% (2.4% for Lima) and a confidence level of 95%.

2. Pilot test, field and quality control

Questionnaire adjustment and pilot: Structure the form (estimated duration of 35 to 40 minutes per interview) and execute a pilot test of at least 10 in-depth interviews in a controlled environment to validate flows, logical leaps and comprehension.

Training and supervision strategy: Prepare the enumerator's manual, execute training plans for the field and processing team, and implement face-to-face and in-office quality controls.

Information processing: Implement typing with automated consistency validation, calculation of expansion factors and delivery of structured databases.

3. Expected Products and Deliverables

Technical documentation: Work plan, sample design report, operational manuals (field, supervision and processing) and final report of findings and indicators in presentation format (PPT).

Databases and tabs: Complete anonymized database in STATA and SPSS formats with variable dictionary, validation meshes and expanded tab matrices in Excel.

Publication and infographics: Face-to-face presentation of results in Lima, final analytical report diagrammed (minimum 30 pages) and 3 executive infographics with key findings.
