The Inter-American Development Bank (IDB) invites consulting firms to submit proposals to configure and pilot a technology-supported self-assessment workflow aligned with the Principles for Financial Market Infrastructures (PFMI). The pilot will focus on securities depositories and regulatory authorities in Peru and Argentina to streamline off-site supervisory reviews and evidence-linked financial market infrastructure (FMI) self-assessments.
1. Pilot scope and document processing
Target jurisdictions and entities: Configure and run the workflow for one regulator and one securities depository or FMI in both Peru and Argentina.
Document compilation and cataloging: Collect, classify, and process public and confidential authority- and operator-level materials against the 24 PFMI Principles and relevant authority Responsibilities.
Access and permissions: Coordinate with the IDB, regulators, and FMIs to secure permissions for handling non-public documentation required for the evaluation.
2. Self-assessment workflow and technical deliverables
Baseline generation and evidence mapping: Execute the workflow to generate preliminary PFMI self-assessment outputs, proposed scores, evidence maps, and missing-evidence registers.
Stakeholder review and refinement: Facilitate structured review sessions with the IDB, participating regulators, FMIs, and an IDB-appointed PFMI expert to validate findings against operational realities.
Gap identification: Document assumptions, limitations, open evidence gaps, and required rulebook/procedure clarifications to improve assessment confidence.
3. Thematic review and productionization roadmap
Cross-jurisdictional findings: Conduct a thematic review of findings across participating jurisdictions to identify common supervisory and operational themes.
Production requirements report: Detail functional, operational, data-handling, governance, and scalability requirements for a full future rollout, including assessor-style comparison interfaces.
Lessons learned and operating models: Formulate recommendations and operating model options for scaling the technology-supported workflow to additional FMIs and jurisdictions.
