Consulting for the diagnosis, characterization and strengthening of the institutional response to violence against women in Panama

The Inter-American Development Bank (IDB), in coordination with the Ministry of Women (MIDEM), the National Council for the Prevention and Attention of Violence against Women (CONVIMU) and the Gender Parity Initiative (GPI) of Panama, calls on consulting firms to submit proposals to carry out a comprehensive diagnosis, characterize the problem of violence against women (VAW), prepare the National Plan against VAW and provide technical support for the institutional strengthening of the care chain.

1. Objectives and technical scope

Update of the Country Protocol (ILO C190): Update the Country Protocol for the prevention, identification and attention to violence and harassment in the world of work, incorporating the standards of ILO Convention 190 and Recommendation 206, with operational tools adapted to public and private organizations according to their size and sector.

Characterization and cost analysis of VAW: Conduct a statistical and territorial study on incidence, types of violence, profiles of victims and aggressors, and estimation of socioeconomic costs, ensuring an intersectional approach (indigenous women, Afro-descendants, LGBTIQ+ and hard-to-reach areas).

Diagnosis of the chain of care: Evaluate the capacities, care routes, duplications and bottlenecks in the key institutions of the response system (MIDEM, MINSEG, Public Prosecutor's Office, MINSA and Judicial Branch).

2. National Plan and strengthening of CONVIMU

National Plan against VAW (5 years): Design the national strategy with priority lines of action, worksheets by ministry, monitoring indicators, budget estimation and an awareness plan aimed at the media.

Modernization of CONVIMU: Restructure the governance of the committee, develop operating manuals and protocols for inter-institutional articulation, and provide training and coaching sessions to member entities.

3. Operational support and implementation

Technical support (6 months): Provide technical assistance to MIDEM and CONVIMU during the first six months of implementation of the National Plan and the Institutional Strengthening Plan, monitoring the progress of the priority lines and resolving initial bottlenecks.
