Consulting for technical integration, quality assurance and accompaniment to the UAESP in the structuring, bidding and preparation for the implementation of the new scheme of Exclusive Service Areas (ASE) for the public sanitation service in Bogotá D.C.

The Inter-American Development Bank (IDB), in coordination with the Special Administrative Unit for Public Services (UAESP) in Bogotá D.C., is calling on consulting firms to submit proposals to provide specialized technical assistance as a technical integrator and cross-cutting advisor in the coordination, independent review, quality assurance (QA/QC), structuring, bidding and preparation for the implementation of the new Exclusive Service Areas (ASE) scheme for the collection, transportation, sweeping, cleaning and marketing of the public sanitation service.

1. Technical integration, independent review and regulatory process (CRA)

Cross-cutting integration and QA/QC: Coordinate and conduct a second-level independent review of the technical, operational, economic, tariff, legal, and risk studies prepared by the UAESP and its advisors, managing interfaces and correcting gaps or inconsistencies without duplicating existing studies.

Support in the verification of reasons before the CRA: Accompany the UAESP during the process of verifying reasons before the Commission for the Regulation of Drinking Water and Basic Sanitation (CRA), guaranteeing the technical and institutional coherence of the information presented.

Inclusion of recyclers by trade: Articulate the ASE scheme with the harvesting activity, ensuring that the contractual documents and the operation deepen affirmative actions and effective inclusion of the recycler population.

2. Transactional support, tendering and supervision framework

Consolidation of specifications and minutes: Support the preparation of pre-bidding and bidding documents for the selection of concessionaires or operators of the ASEs, as well as for the contracting of the audit firm.

Accompaniment in selection processes: Provide technical support during the bidding phase, attending to the observations of the bidders, evaluating bids and accompanying the award until the signing of the contracts.

Performance framework and indicators: Design data monitoring, control, and governance tools that allow contractual obligations to be translated into objectively measurable performance indicators, monitoring schemes, and contractual consequences.

3. Service phases, institutional strengthening and transition

Structuring of the scope in three phases: Execute the services along 3 strategic stages: (i) Due diligence of structuring and accompaniment to the CRA process; (ii) Integration, quality assurance and pre-tender preparation; and (iii) Transactional accompaniment, awarding and preparation for implementation.

Transition plan and operational start: Define the roadmap for the mobilization of the new operators and auditing, the splicing of systems and the institutional preparation of the UAESP to guarantee the uninterrupted continuity of the cleaning service.

Knowledge transfer: Incorporate lessons learned and international best practices in solid waste management to strengthen the internal capacities of the UAESP in the administration and governance of the new scheme.
