PUNJAB MUNICIPAL DEVELOPMENT FUND COMPANY (PMDFC) REQUEST FOR EXPRESSION OF INTEREST (CONSULTING FIRMS) HIRING OF AUDIT FIRM FOR EXTERNAL AUDIT OF FINANCIAL STATEMENTS OF PARTNER LOCAL GOVERNMENTS OR ITS SUCCESSOR/WASAs UNDER PUNJAB INCLUSIVE CITIES PROGRAM (PICP) PK-PMDFC-566373-CS-CQS

The Govt. of the Punjab (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) & International Bank of Reconstruction & Development (IBRD) (the “Bank”) in the form of a loan/credit (hereinafter called “loan/credit”) toward the cost of Punjab Inclusive Cities Program. Punjab Municipal Development Fund Company (PMDFC), an implementing agency of the Client, hereinafter referred to as ‘Client’ intends to apply a portion of the proceeds of this credit to eligible payments. The Client intends to hire services of Chartered Accountant Firms to perform audit perform audit of 14 LGs or its successors/WASAs for a financial year (FY2025-2026). The audit is to be carried out in accordance with appropriate professional standards of auditing (International Standards of Auditing as adopted by the institute of Charted Accountants of Pakistan) in line with World Bank Regulations. The Client now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required capacity, qualifications and relevant experience to perform the Services. All the relevant documents i.e., copies of agreements of completed projects mentioned in the EOI and completion certificates of the same quoted projects invariably be attached in the EOI otherwise no points/scores will be awarded. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [Revised February 2025], setting forth the World Bank’s policy on conflict of interest. (https://www.worldbank.org/en/projects-operations/products-and-services/brief/procurement-new-framework) The Consultant may associate with other firms to enhance their capacity, qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the World Bank Procurement Regulations.
