Component – B: QWASA Service Delivery Strengthening
Project ID: P179227
The Government of the Islamic Republic of Pakistan, through the Government of Balochistan (GoB), with support of the World Bank (WB), is implementing the Balochistan Water Security and Productivity Improvement Project (BWSPIP). The project development objective is to improve flood protection, increase access to water for productive use, and improve water supply service delivery in selected areas of Balochistan. Component B of the Project focuses on improving access to water and sanitation services for about 500,000 customers of the Quetta Water and Sanitation Authority (QWASA). Component B is implemented by the QWASA-Project Implementation Unit (PIU), and it intends to apply part of the proceeds of the project financing for consulting services to support preparation of detailed designs, procurement assistance and supervision of works. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: www.bwspip-b.org.pk or can be obtained at the address given below. The QWASA-PIU of the BWSPIP Component B now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the requisite services as per the TOR. Consultants are encouraged to provide only materials that would be specific to the proposed services, and to avoid submitting generic promotional material. The shortlisting criteria are (i) Firm should have corporate capacity for offering similar services (Core business) for Ten (10) years. (ii) At least five (5) similar assignments completed/undertaken in the last ten years, indicating the nature and scope of these assignments in areas of Detailed design, supervision, procurement, contract administration, quality assurance, environment, management planning, implementation of resettlement action plan, (iii) The firm should provide details, including documentary evidences regarding contract awards, reference letters, undertaken projects completion/ongoing progress from the clients along with postal address and client contact numbers, stating the scope of services and deliverables of projects completed/under taken in the last Ten (10) years, (iv) In the case of a Joint Venture (JV), the details of such projects will be provided separately for the primary or associated consultant, (v) details of the logistic capacity of the firm, including general availability of technically qualified staff. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. The rationale for association with brief specialties to enhance the qualification shall be mentioned with broad job description of each member of association (JV and/or sub-consultant). In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Interested consulting firms should provide information demonstrating they have the required qualifications and relevant experience to perform the services. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.15, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers , Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Expressions of Interest may reach the address mentioned below on or before September 21, 2026 at 1600 hours (PST). A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations (September 2023) www.worldbank.org/procure.
