Der Ennepe-Ruhr-Kreis strebt den Abschluss einer Rahmenvereinbarung über die Bereitstellung von Fahrrädern im Wege des Leasings (Teilamortisierungsleasing) gemäß TV-Fahrradleasing bzw. Landesbesoldungsgesetz NRW an. Die Fahrräder sollen denjenigen Tarifbeschäftigten, die unter den Geltungsbereich des TV-Fahrradleasing fallen, sowie den Beamtinnen und Beamten im Wege der Entgeltumwandlung zur dienstlichen und privaten Nutzung überlassen werden. Die Vereinbarung umfasst dabei auch Versicherungs-, Schulungs- und Serviceleistungen, insbesondere die Abwicklung der Bestell-, Rückgabe- und Schadenprozesse, Wartung und Reparatur, Störfallmanagement sowie die Bereitstellung eines Onlineportals. Die geschätzte Abnahmemenge sind 200 Fahrräder. Eine Mindestabnahmemenge wird nicht vereinbart. Es gilt eine verbindliche Höchstabnahme-grenze von 250 Fahrädern.
