Deze Mededingingsprocedure met onderhandeling heeft tot doel een Overeenkomst te sluiten met één Opdrachtnemer voor het beschikbaar stellen, implementeren en gedurende de looptijd operationeel houden van een geïntegreerde, als Software as a Service (SaaS) geleverde Oplossing voor de functies HR, inclusief payroll, Finance en Inkoop en de bijbehorende functie overstijgende processen en functionaliteit (hierna: de Oplossing).

De Oplossing dient de gewenste end-to-end processen binnen en tussen deze functies op samenhangende wijze te ondersteunen. De Opdracht omvat tevens de planning en beheersing van de implementatie, de inrichting en configuratie, gegevensmigratie, integraties, testen, training van gebruikers en beheerders, ondersteuning bij ingebruikname en adoptie, technisch beheer, onderhoud, support en het uitvoeren van updates en upgrades.
