Valtori pyytää tarjouksia yhteiskehittämisen alustan hankintaan tämän tarjouspyynnön ja sen asiakirjojen mukaisesti. Hankinnan kohteena on selainpohjainen pilvipalveluratkaisu yhteiskehittämisen alustaksi Valtorin sisäiseen käyttöön sekä sidosryhmien kanssa tehtävän yhteistyön tueksi. Hankinnan tavoitteena on saada käyttöön valmisratkaisuna hankittava monipuolinen ja helppokäyttöinen yhteiskehittämisen alusta, joka on nopeasti otettavissa käyttöön. Aktiivisia käyttäjiä nykytilanteessa on noin 1000–1500 henkilöä kuukaudessa riippuen käynnissä olevien aktiviteettien määrästä. Palvelua käytetään yhteiskehittämisen, osallistamisen ja kuulemisen välineenä. Käyttäjät vastaavat alustalla ennakkotehtäviin, osallistuvat työpajan tai tilaisuuden aikana ja jälkeen keskusteluun sekä työstävät asioita yhdessä. Keskeistä on, että alustaa käyttäessään käyttäjät voivat olla vuorovaikutuksessa toisiinsa, jakaa tietoa ja näkemyksiä sekä oppia toisilta.
