Hankintayksikkö pyytää tarjousta seuraavasta palvelukokonaisuudesta: • SIEM ja SOC valvomo 24/7 • Näihin liittyviä palveluita optiona Palvelunhallinnassa Forssan kaupunkia ja Forssan Vesihuoltoa käsitellään yhteisissä seurantapalavereissa. Oletusarvoisesti Microsoft Sentinel otetaan käyttöön ja tämän lisäksi optiona pyydetään tarjoamaan Toimittajan SIEM-ratkaisua. Sentinel ja erillinen SIEM voivat olla molemmat käytössä tai vain toinen. Toimittajan valvomon tulee olla käytössä, miehitetty 24/7 ja sijaita Suomessa. Vesihuollon OT-verkon laitteita ei tarvitse valvoa tai lokittaa. Näitä koskien mahdolliset hälytyksen Toimittajan SOC:iin tulevat OT-verkon valvontaa tekevältä taholta. Toimittajan tulee tarjota kokonaisuutta. Osatarjouksia ei hyväksytä. Vaihtoehtoisia tarjouksia ei hyväksytä, ellei vaihtoehtoa ole erikseen tarjouspyynnössä pyydetty. Kyseisen kokonaisuuden tarkemmat tiedot ja tarjousvaatimukset löytyvät tämän tarjouspyynnön liitteestä 1, jossa on ilmoitettu tarjottavien palveluiden vähimmäis- ja laatuvaatimukset. Hankintaa ei ole jaettu osiin, koska hankinnan kohteena on teknisesti ja toiminnallisesti yhtenäinen IT-palvelukokonaisuus, jonka jakaminen osiin ei ole palveluiden toimintavarmuuteen ja kokonaisvastuuseen liittyvien riskien sekä kustannusvaikutusten vuoksi Hankintayksikön edun mukaista. Hankinnassa noudatetaan hankintalakia (1397/2016). Menettelytapana on EU kynnysarvon ylittävä avoin menettely. Tarjoajan tulee huomioida, että hankinta-asiakirjojen saantia on rajoitettu hankintalain 69.3 §:n perusteella: Kaikkia hankinta-asiakirjoja ei voida asettaa rajoituksetta, suoraan ja kokonaan sähköisessä muodossa saataville tietojen luottamuksellisuuden suojaamiseksi. Tarjouspyyntöasiakirjoihin liittyy salassa pidettävää aineistoa (Tarjouspyynnön liite 4). Kts. menettelyohjeet hankintailmoituksen kohdasta "Hankintaa tai osaa koskevat lisätiedot".
