Doel van deze aanbesteding is het selecteren van één (1) Opdrachtnemer die een omgevingsbeleidsapplicatie en een toepasbareregelapplicatie levert, implementeert, host en beheert die functioneel en technisch voldoen aan de eisen van de Omgevingswet en aan de eisen en wensen van H2O, zoals uitgewerkt in het Programma van Eisen (hoofdstuk 5). Daarbij hecht H2O in het bijzonder waarde aan een goed geborgde samenhang tussen de juridische regels in het omgevingsplan en de daarvan afgeleide toepasbare regels, aan een gebruiksvriendelijke en efficiënte ondersteuning van de dagelijkse werkprocessen, en aan continuïteit van de dienstverlening tijdens en na de overgang naar de nieuwe oplossing(en).
