La MRC de Témiscamingue souhaite réaliser une étude de faisabilité portant sur la mutualisation de certaines fonctions administratives municipales, notamment la facturation, la taxation, la gestion de la paie et certaines fonctions liées au greffe. Cette démarche découle notamment des travaux du comité de coopération intermunicipale et d’une consultation menée auprès du milieu municipal. Les travaux réalisés ont fait ressortir certains enjeux communs, dont la présence d’équipes administratives restreintes, la dépendance envers certaines ressources clés, les enjeux de recrutement et de relève ainsi que les défis liés à la continuité des opérations. Dans ce contexte, la MRC souhaite obtenir une analyse objective des possibilités de coopération et de mutualisation afin d’identifier des modèles adaptés à la réalité des municipalités du territoire. L’objectif n’est pas de proposer un modèle uniforme, mais plutôt d’évaluer différentes avenues pouvant être mises en oeuvre de façon volontaire et adaptée aux besoins des municipalités participantes.
