EORE Expert - Lead

MAGENTA is a leading Social and Behavioural Change (SBC) agency that specialises in understanding human decision-making processes to design relevant and impactful solutions to some of the most pressing challenges of our time. We implement programmes across the Middle East, Africa, Asia, Latin America, and the Caribbean using behavioural science, strategic communication, and research to create measurable impact. Our clients include UN agencies, INGOs, governments, and private sector partners. Syria’s long-running conflict has left communities across all governorates exposed to widespread explosive ordnance contamination — from landmines and IEDs to unexploded remnants of war. Children and caregivers face daily risks, often without the awareness or knowledge to protect themselves. MAGENTA has been engaged by UNICEF Syria to lead the re-development and re-design of the country’s Explosive Ordnance Risk Education (EORE) package — moving beyond stand-alone awareness materials towards a structured, session-based programme that can be delivered consistently by frontline workers nationwide. We are seeking a senior EORE Expert to anchor the technical quality of this assignment. You will bring deep expertise in mine action, risk education, and behaviour change, and will work closely with our SBC and design teams to produce a programme package that is evidence-based, inclusive, and grounded in the Syrian context. RESPONSIBILITIES Under the supervision of MAGENTA’s project lead and in close coordination with UNICEF Syria’s Child Protection team, the EORE Expert will:

1. Desk Review & Situational Analysis

- Lead a comprehensive review of existing EORE materials from Syria and at least four other relevant country contexts. - Identify strengths, gaps, best practices, and lessons learned to inform programme design. - Produce a summary report with findings and recommendations presented to UNICEF.

2. Stakeholder Consultation

- Lead a minimum of 20 key informant interviews with UNICEF implementing partners, sector partners, and technical experts (remote interviews accepted; list developed jointly with UNICEF). - Coordinate and lead a minimum of 6 focus group discussions with communities across Syria’s governorates. - Consolidate findings into a needs assessment report aligned with proposed programme approaches.

3. Programme & Materials Development

- Provide technical leadership in the design of a comprehensive, session-based EORE programme for children, adolescents, and caregivers. - Ensure alignment with International Mine Action Standards (IMAS), UNICEF EORE guidance, and other relevant global frameworks. - Provide technical content for all programme materials, including: illustrated flipcharts, colouring brochures, posters, magazines, facilitator guides, interactive gaming sets, puppet show scripts, and short video segments (1–3 minutes). - Integrate Conflict Preparedness and Protection (CPP) messaging throughout the programme. - Develop Standard Operating Procedures (SOPs) for programme implementation. - Design a Monitoring and Evaluation framework with pre/post-test surveys and observation checklists. - Ensure all materials are inclusive, accessible for children with disabilities, and gender-responsive.

4. Field Testing & Validation

- Oversee field testing of all materials across Syria’s governorates through local partners. - Collect and analyse feedback from children, caregivers, facilitators, authorities, and UNICEF staff. - Incorporate all feedback to produce final, evidence-based materials in both Arabic and English.

5. Training-of-Trainers (ToT)

- Develop a comprehensive ToT package, including training framework, detailed session plans, participant materials, practical exercises, and assessment tools. - Lead and deliver one physical ToT in Damascus for up to 16 participants, ensuring technical consistency and alignment throughout the training. A second MAGENTA trainer will support delivery under the EORE Expert’s technical leadership. - Submit a final report with impact measurements, readiness assessments, and a roll-out plan to ensure all Syria partners are trained and ready to implement by 31 December 2026. REQUIREMENTS Education - Master’s degree or equivalent in Social Sciences, Public Health, International Development, Education, Psychology, or a related field (8 years of relevant experience accepted in lieu of a Master’s degree). Experience - Minimum 5 years of proven experience in EORE, mine action, or closely related child protection and risk education programming. - Demonstrated experience designing and implementing structured EORE or SBC programmes, including facilitator manuals, training packages, and community-based tools. - Strong grounding in international mine action standards (IMAS) and UNICEF EORE or child protection frameworks. - Experience delivering Training-of-Trainers programmes. - Prior experience working in Syria or the broader MENA region is strongly preferred. - Previous experience with UNICEF or other UN agencies is a significant asset. Skills & Competencies - Excellent verbal and written communication skills in English; Arabic is a strong advantage. - Ability to translate technical EORE content into accessible, age-appropriate learning materials. - Strong facilitation and stakeholder engagement skills across diverse communities and partner types. - Commitment to inclusive, child-centred, and conflict-sensitive programme design. LEVEL OF EFFORT The consultant will provide services during the contract implementation period from 2 August 2026 to 31 December 2026.
