10 September 2026 In this role, you will lead the assignment’s principal analytical and production work, turning evidence about audiences, products and channels into an integrated communication and digital engagement strategy, a bounded pilot and a practical monitoring roadmap. MAGENTA is a leading Social and Behavioural Change agency. We combine behavioural science, research, strategy and communications to help UN agencies, governments, civil society and other partners address complex social challenges. This consultancy supports the ILO STREAM programme to strengthen uptake of labour migration and social protection knowledge across the South Asia–Gulf corridor. KEY RESPONSIBILITIES The Communications and Digital Engagement Specialist will report to the team lead. Core responsibilities include: - Lead inception phase by shaping the analytical framework, product assessment criteria, consultation instruments, digital feasibility filter, monitoring structure and pilot selection principles. - Lead the knowledge-product inventory, assessment and prioritisation from a communication and user-access perspective, including readability, accessibility, format, language, dissemination route and adaptation potential. - Lead the product and ecosystem review’s audience and communication analysis, using desk evidence and consultations to segment priority audiences and identify information needs, behavioural barriers, trusted sources, channels, formats and pathways, disaggregated by gender. - Led and develop the strategy and digital roadmap: communication objectives, messaging approaches, channel recommendations, content governance, partner-led dissemination pathways and implementation priorities, linking products to audiences and institutional arrangements. - Lead the two-stage digital assessment and Digital Engagement Roadmap: screen the full option space and develop costed assessments of the two strongest options, covering user fit, feasibility, ownership, maintenance, sustainability, accessibility, data protection and risk. - Lead and design delivery of the implementation pilot of one adapted product through one partner channel, including mobile/low-literacy adaptation, feedback instruments, engagement measures and synthesis of directional learning. - Lead the development the monitoring and learning framework and implementation roadmap, integrate pilot feedback into the final strategy, and lead the final presentation, validation and handover. REQUIREMENTS - Advanced degree in communications, behavioural science, digital engagement, marketing, international development or a related field; equivalent specialist experience may be considered. - At least 7 years of relevant experience in strategic communications, behavioural insights and digital engagement for social-impact programmes. - Proven experience in audience analysis, communication strategy, content adaptation, digital channel assessment and translating research into actionable recommendations. - Experience designing and assessing mobile-first, messaging, social media, repository, e-learning or AI-enabled knowledge approaches, including sustainability and data-protection considerations. - Experience designing small-scale pilots, feedback tools and practical monitoring frameworks; strong analytical writing and presentation skills. - Excellent written and spoken English required; relevant corridor language capability is desirable but not required because language support will be provided separately. COMPETENCIES - Analytical thinking and audience empathy - Creative problem-solving grounded in evidence - Delivery discipline, collaboration and adaptability WORKING CONDITIONS - The assignment is expected to be delivered primarily remotely across a compressed 16-week schedule; availability must align with the agreed workplan and review windows. - The consultant must work respectfully with ILO, MAGENTA colleagues, corridor-based consultants and diverse institutional partners, following agreed data-protection, consent and accessibility requirements.
