The Mpatamanga Hydropower Storage Project is located on the Shire River, the largest river in Malawi and a tributary to the Zambezi River, and situated in the southern region of Malawi, within the Blantyre and the Neno Districts. In brief, the development comprises two cascading hydropower generating stations that are near each other (6 km apart), which will have a combined installed capacity of 365.6 MW (i.e., 306 MW and 59.6 MW plants), completed with separate substations and two transmission lines.

The sources of funds comprises (i) the International Development Association (IDA) from the World Bank Group, (ii) other key financing organisations including IFC and (iii) the Developers.

This Initial Selection will be open to all eligible firms and individuals as defined in Employer's Initial Selection Document.

In summary, - MHPL now invites eligible Applicants for the Project to consider participating in the Mpatamanga Hydropower Storage Project Initial Selection process for the Pre-Construction Services (PCS) in the frame of the award of the Engineering, Procurement, Construction, Testing and Commissioning Contract of the Mpatamanga Hydropower Storage Project; - MHPL intends to qualify and select between one (1) and three (3) contractors to enter into a Pre-Construction Services Agreements (PCSAs); - Minimum qualification requirements and evaluation criteria are stated in the Initial Selection Document, which include among others, eligibility aspects linked to financial capacity, technical capability (among other key criteria); and Target Price. - Initial Selection Document will be made available, in electronic format for free, in the Employer’s virtual data room (VDR); - Applicants will be allowed to gain more information via the VDR, i.e., Initial Selection Document, by first sending an email to the following address: [contact details removed] - A Non-Disclosure Agreement shall be accepted before the first access. - A pre-application meeting will be held on September 17th, 2026 at 1:00 PM (Blantyre, Malawi Time), please use the

- A Site Visit will be conducted from October 12th to October 15th, 2026 in Blantyre, Malawi and at the Project site. The VDR will open on September 21, 2026. The Application submission deadline is listed in the Initial Selection documents and is scheduled for November 13, 2026. Only electronic submission of applications will be permitted. Late applications will not be accepted.
