The Register is a critical system that supports the operation of the New Zealand Emissions Trading Scheme (ETS) by enabling participants to hold and transfer carbon units, meet compliance obligations, and interact with key regulatory processes. The current Register is built on ageing technology that is becoming increasingly difficult and costly to maintain, limiting its ability to support future policy, operational and service requirements. We are interested in understanding the products, services, capabilities and delivery approaches available in the market that could support a future Register. We would particularly like information on proven platforms, component-based solutions, implementation approaches, integration capabilities, data migration approaches, operational support models, and the extent of configuration or customisation that may be required to meet New Zealand's emissions trading requirements. The EPA is open to information on whole-of-register solutions, component-based solutions, integration-led approaches, managed service models, and hybrid options. Suppliers should clearly state which parts of the future Register capability their proposed solution or service would address and distinguish proven capability from configurable capability, custom development, assumptions, exclusions, implementation dependencies, cost drivers, and key risks. For clarity, this RFI is for information-gathering purposes and does not form part of a procurement process. No decisions have been made about any future contract opportunities. Responses to this RFI will inform the development of the business case including information on: • Level of supplier interest in a future procurement. • Available solutions and relevant enabling technologies that could meet our indicative requirements. • Suitability of the indicative requirements. • Potential costs to the EPA. • Service delivery options. • Procurement options. • Other considerations for the EPA before seeking a decision from Ministers. By gaining a clearer understanding of these areas before potentially initiating a formal procurement process, we can take a more informed approach to the market, provide potential suppliers with greater clarity and attract future responses that align with our objectives.
