Details

Two existing failing pipe culverts that are located along Kellys Road over minor tributaries of the Mitta Mitta River are the subject of this report. At each of the sites, an existing reinforced concrete pipe culvert has deteriorated in condition to the extent that the East Gippsland Shire Council is investigating repair or replacement works.

An assessment of the existing sites has been carried out to determine and assess the range of options available for replacing each of the culverts. It is proposed for Site A that the existing DN1200 mm concrete pipe be replaced with single cell reinforced concrete culvert on a similar horizontal and vertical alignment as currently exists. The existing DN900 mm pipe at Site B can be repaired to a serviceable condition by re-laying the pipes at the culvert outlet.

Background information / Compatibility requirements

Kellys Road extends from the south east end of the Omeo Valley Road, which follows the Livingstone Creek from the Omeo Highway to the Hinnomunjie bridge across the Mitta Mitta River. The section of Kellys Road that is under the control of the East Gippsland Shire Council continues for 9.7 km to the Nine Mile Creek crossing. The road section that is the subject of this report was reconstructed and substantially upgraded by the former Omeo Shire Council in the early 1970’s, in accordance with an overall strategy to establish an alternative route between Omeo and Mitta Mitta that was less susceptible to winter snowfalls.

The road initially passes through open farmland that is used for stock grazing, before entering the Alpine National Park. The road section has a formed and gravelled surface, which is well maintained by the Council. The road has been subjected to oversize vehicles for past logging and bushfire suppression operations in the area but is predominately used for access to the farm properties, as well as by 4WD based visitors to numerous camping spots along the nearby Mitta Mitta River and within the National Park.
