Initial Security Deposit (ISD) Retention Money The successful bidder(s) shall be responsible to deposit Initial security deposit @ 2% of the Contract Value by way of demand draft in favour of State Bank of India payable at CHANDIGARH, within 7 days from the date of receipt of “Letter of Intent” from SBI. EMD will be returned on receipt of ISD. Initial Security Deposit (ISD) –2% of the Tender value including EMD. 2. Retention Money - 5% of the running bills and Total deduction of 5% of value of work including EMD, ISD. Page 2 of 45 5. Additional Security Deposit In case L-1 bidder quotes abnormally low rates (i.e. 10% or more , below estimated project cost), the bank may ask such bidder to deposit additional security deposit or additional performance guarantee (ASD/APG) equivalent to difference between 9 0% of estimated cost put to tender and quoted price. Such ASD could be in the form of FDR in the Bank’s name but drawn on any nationalized bank. On successful completion of work ASD/APG will be returned to the contractor. In case contractor fails to complete the work in time or as per tender specification or leave the job incomplete, the bank will be at liberty to recover the dues from ASD/APG or to forfeit such ASD/APG as the case may be within its sole discretion. Only those Bidders who qualify in technical evaluation would be shortlisted and the online price bids submitted by the bidders will be opened. However , these Price Bids would remain undisclosed to the Bidders. If the final L1 bid is unreasonably low i.e.L1 bid is less by 10% or more of the Estimated Cost, the contractor shall submit additional Security Deposit in the form of PBG/DD for an amount equal to difference in the 90% of the estimated cost vis -à-vis final tender amount quoted by the L1 contractor. PBG/DD to be submitted within 7 days from is sue of letter from Bank. If the L1 bidder refuses to give the PBG, then the EMD will be forfeited and the tender will be re-invited. The L1 bidder will not be allowed to participate in the retendering process 6.
