Request for Expression of Interest (Consulting Services - Competitive Selection of a Firm Based on Qualifications) Kyrgyz Republic Enhancing Resilience in Kyrgyzstan Project (ERIK, ERIK AF ) Loan No. IDA 66870 Grant No. IDA D6550 Tender No. KG-CS/CQS-09 Assignment Title: Consulting services «Enhancing Claims Management for the Mandatory Insurance of Residential Buildings Against Emergency Situations in Kyrgyzstan» Component 3 of the project «Enhancing Resilience in Kyrgyzstan (ERIK)»: Enhancing Financial Protection and Insurance Against Natural Disaster Risks. Responsible agencies: the Financial Market Regulation and Supervision Service under the Ministry of Economy and Commerce of the Kyrgyz Republic and State Insurance Organization OJSC. The main objective of the Component is to support the efforts of the Government of the Kyrgyz Republic in reducing the financial impacts of emergencies. To support the Government of the Kyrgyz Republic, the State Insurance Organization (SIO), and any future potential collective insurance pool to strengthen the institutional and operational foundations of claims management for the mandatory residential insurance in Kyrgyzstan.

Specifically, the assignment aims to:

  • Analyze the current state and prepare proposals for modernizing claims management procedures to increase the efficiency of claim administration and loss assessment methodology, including development of internal regulations for claim settlement;
  • Planning surge capacity to manage a high volume of claims following major disaster events;
  • Reviewing OJSC “SIO” existing IT system and developing recommendations for the structure of claims processing for mandatory residential building insurance through OJSC “SIO” IT system;
  • Deliver capacity-building to Gosfinnadzor, OJSC “SIO” and other relevant stakeholders on the proposed changes to the procedures and on the use of disaster relief bonds.

The consultant will deliver technical and advisory services on enhancing claims management for the mandatory insurance of residential buildings against Emergency Situations in Kyrgyzstan. The start of the assignment is scheduled for October 2026. The expected duration of the assignment is approximately 6 months after the contract is signed with the selected Consultant and 12 months of advisory support after completion of the main contract. The estimated budget for the assignment, including all taxes (including local taxes), should not exceed $250,000.00 USD. The project "Enhancing Resilience in Kyrgyzstan" invites eligible consulting companies (Consultants) to express their interest in providing services: Enhancing Claims Management for the Mandatory Insurance of Residential Buildings Against Emergency Situations in Kyrgyzstan. Interested companies must provide information confirming their qualifications and relevant experience in providing services. At the Expressions of Interest stage, the Consultant must meet the following minimum requirements: Experience in Insurance Claims Management: Demonstrated experience in successfully implementing at least two (2) similar projects over the past five (5) years, including:

Analysis of insurance claims settlement processes; Development or revision of methodologies for damage assessment and determination of insurance compensation payments.

Experience in Disaster Insurance and Work with Government Agencies: Proven experience in catastrophe risk projects, specifically at least two projects/programs related to property insurance products and/or claims settlement mechanisms for natural disasters. Experience working with government authorities will be considered a significant advantage.

After evaluating the received expressions of interest from consulting companies, only the most qualified company (with the highest score) will be invited to submit technical and financial proposals. Key people will not be assessed at the expression of interest stage. Consultants should pay attention to paragraphs 3.14, 3.16, and 3.17 of Section III of the World Bank's Procurement Regulations for IPF Borrowers issued in July 2016, revised in February 2025 (Procurement Regulations), which set out the World Bank's policy on conflict of interest. Consultants may associate with other companies to expand their qualifications, but must clearly state that the association is in the form of a joint venture and/or sub-consultants. In the case of a joint venture, all partners in the joint venture must be collectively or individually responsible for the implementation of the assignment. The consultant will be selected in accordance with the CQS - selection based on the qualifications of the consultant specified in the Procurement Regulations.
