Expression of Interest – Evaluation of Risk Sharing Pilot in Humanitarian Action Welthungerhilfe (WHH) is currently preparing a procurement process for an external evaluation and lessons-learned review of the Risk Sharing pilot within the ToGETHER Program, a GFFO-funded localisation initiative implemented across eight countries and involving local humanitarian partners, consortium partners and the donor. The assignment will assess the Risk Sharing process, challenges, opportunities and lessons learned, including its impact on cooperation, trust, roles and responsibilities among local partners, intermediaries and the donor. The evaluation will also develop practical recommendations for future Risk Sharing approaches, including their integration into project design, risk management and budgeting. We are looking for experienced consultants with relevant expertise in humanitarian risk management and Risk Sharing, localisation and locally led humanitarian action, multi-stakeholder processes and qualitative evaluation methods. Experience with FGDs/KIIs and relevant Risk Sharing frameworks such as the IASC and ICVA guidance is highly desirable. The evaluation is scheduled to be completed by the end of the year.
