About the Assignment

In 2026, AUDA-NEPAD marks 25 years since NEPAD's adoption. To mark this milestone, the Agency is convening a high-level colloquium to take stock of its achievements and shortcomings and generate practical recommendations for strengthening its impact in the years ahead. AUDA-NEPAD is seeking an experienced individual consultant to design and deliver the colloquium, and to lead the production of a set of knowledge products documenting the Agency's contributions over the past 25 years — with particular focus on the HCID Directorate and the Africa Health and Development agenda, including Sexual and Reproductive Health and Rights (SRHR), Demographic Dividend, health financing, social protection, and South-South cooperation on health. Key Objectives

• Deliver a 25-Year Review Colloquium, producing evidence-based recommendations and an implementation roadmap
• Document and communicate the achievements and strategic contributions of the HCID Directorate and the A2DSRH Programme
• Lead the production of publications and knowledge products showcasing milestones, policy influence, partnerships, and lessons learned

Scope of Work

The consultant will provide end-to-end coordination across six workstreams, including colloquium design and technical framing, knowledge product development, and on-site delivery support, culminating in a Colloquium Report, a Recommendations & Way-Forward Note, and a set of publications. Expected Deliverables

• Colloquium concept note
• Draft programme, run-of-show, and facilitation toolkit
• Speaker/moderator briefs and breakout templates
• Colloquium Report (within 6 working days of the event)
• Recommendations & Way-Forward Note with implementation roadmap (within 8 working days of the event)
• Two (2) colloquium-related publications
• Ten (10) HCID/A2DSRH publications (articles, policy pieces, knowledge products)

Qualifications & Experience

• Master's Degree in Political Economy, Development Studies, or a related field (PhD preferred)
• At least 20 years' experience as a scholar/development practitioner, including convening high-level policy dialogues
• Demonstrated expertise in African development institutions, AU processes, and Agenda 2063 implementation
• Strong analytical writing and facilitation skills
• Proven ability to deliver under tight timelines across multiple institutions

Language Requirement Expert knowledge of English is essential; reports will be produced in English.

1.0 BACKGROUND

The African Union Development Agency–NEPAD (AUDA-NEPAD) is the African Union’s technical development agency, mandated to coordinate and execute priority continental and regional programmes and to strengthen Member States’ and regional bodies’ capacity, kno wledge-based advisory support, and resource mobilisation in support of Agenda 2063. AUDA -NEPAD is built on the New Partnership for Africa’s Development (NEPAD), adopted by African leaders in 2001.

In 2026, AUDA -NEPAD marks 25 years since NEPAD’s adoption, an opportune moment to convene a high-level colloquium to take stock of achievements and shortcomings and to generate practical recommendations to strengthen the Agency’s impact in the coming years. The milestone will also provide an opportunity to publish and disseminate a strategic knowledge products policy paper and a commemorative report that highlights AUDA -NEPAD’s contributions, including the achievements and transformative initiatives of the Human Capital, Institutional and Social Development (HCID) Directorate especially regional, continental and global policy dialogue forums and engagements to advocate for the integration of sexual reproductive health and demographic dividend (Health financ ing, social protection, south -south cooperation and inter -Agency coordination on health) priorities, including technical contributions, presentations and stakeholder engagement to harmonise advocacy strategies on SRH/DD, including facilitation, documentat ion of lessons learned, and dissemination of outputs.
