Consultancy to develop a Continental Postpartum Haemorrhage (PPH) Policy and Advocacy Toolkit

AUDA-NEPAD, in partnership with UNITAID, is seeking an individual consultant to support the African Health Security Manufacturing Initiative (AHSMI) by developing a continental toolkit to accelerate adoption of proven interventions against postpartum haemorrhage (PPH) — the leading direct cause of maternal death in Africa. Objective: Produce a PPH Advocacy and Policy Toolkit, including policy briefs, a full investment case, and an implementation guide, to support Ministries of Health, Ministries of Finance and procurement authorities across the continent.

Key deliverables:

• Inception note with evidence synthesis and stakeholder mapping
• Continental policy brief and targeted advocacy briefs
• Full investment case and implementation guide
• PPH fact sheet and infographic
• Ongoing briefing support for continental and regional (REC) dialogues
• Final consolidated toolkit and deployment guide

Duration: 4 months (intermittent, 60 person-days), remote/home-based with limited travel for stakeholder consultations. Toolkit delivery targeted for Q1 2027. Requirements: Master's degree in public health or related field (PhD an advantage); minimum 7 years' experience in maternal health policy, reproductive health programming or health advocacy in Africa; strong knowledge of PPH/RMNCAH programming and WHO guidance; fluency in English (French an advantage).
